MINUTES
The Uvalde County Commissioners Court met in regular session on December 13, 2004 at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse with the following members present:

ABSENT: John P. Dodson, County Attorney
Also present were County Treasurer Joni Deorsam, County Auditor Alice Chapman, and Road Administrator Wayne Everett.
The Court opened with the Honorable Rodney Reagan giving the invocation; the following proceedings were had:
1.
CONSIDER AND ACT UPON APPROVAL OF MINUTES:

· Second by Commissioner Reagan
The Court unanimously approved the minutes of the regular meeting held on November 22, 2004 and the special meeting held on December 2, 2004.
2. CONSIDER AND ACT UPON FINAL PLAT OF PHASE TWO OF MOUNTAIN VALLEY SUBDIVISION:

Second by Commissioner Moreno
The final plat, submitted to the Court by developer Kenneth Arthur, for Phase Two of Mountain Valley Subdivision was unanimously approved.
3. CONSIDER AND ACT UPON RENEWAL OF CONTRACT WITH TEXAS HILL COUNTRY RIVER REGION:

The Court unanimously approved to table the contract between Uvalde County and Texas Hill Country River Region a/k/a THCRR. A committee consisting of the County Judge, County Attorney, County Auditor, County Treasurer and the Executive Director of THCRR was appointed to review the level of funding collected through the hotel occupancy tax that the County would provide the Texas Hill Country River Region.
4. CONSIDER AND ACT UPON MUTUAL AID AGREEMENT BETWEEN UVALDE COUNTY AND OTHER COUNTIES AS MEMBERS OF REGIONAL COUNCIL OF GOVERNMENTS:

The Court unanimously approved the Mutual Aid Agreement between the County of Uvalde and all of the Counties of the Middle Rio Grande Development Council. The Mutual Aid Agreement is for assistance to be rendered from one County to another in case of a natural or manmade disaster.
A copy of the agreement is attached to these minutes.
5. CONSIDER AND ACT UPON LEASE-PURCHASE OF TWO CABS AND CHASIS:

The Court unanimously approved the recommendation of the Road Administrator to lease-purchase two cabs and chasis utilizing the “buy-board” which allows the County to take advantages of State contracts without having to advertise for bids.
6. CONSIDER AND ACT UPON RENEWAL OF JUSTICE OF THE PEACE OFFICE SPACE:

No action was taken on the following activity report given by the Road Administrator Wayne Everett.

8. CONSIDER AND ACT UPON LINE ITEM BUDGET AMENDMENTS:

The Court unanimously approved the line item budget amendments submitted to the Court by the County Auditor.
9. CONSIDER AND ACT UPON PAYMENT OF BILLS:

The Court unanimously approved the bills for payment.
10. CONSIDER AND ACT UPON PAYROLL APPROVAL:

The Court approved resolutions in honor of the following, with the meeting being closed in their memory:

Judge Mitchell presented Commissioner Reagan a plaque in recognition of his service to Uvalde County.
