CORRECTED MINUTES
The Uvalde County Commissioners Court met in regular session at 10:00 a.m. on November 26, 2007 in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

Also present were County Treasurer Joni Deorsam, County Auditor Alice Chapman, and Road Administrator Jesse Garcia.
1. CONSIDER AND ACT UPON CALL TO ORDER, ROLL CALL AND PLEDGE OF ALLEGIANCE:
The Honorable William R. Mitchell called the meeting of November 13, 2007 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.
2. CONSIDER AND ACT UPON APPROVAL OF MINUTES:

The Minutes of November 13, 2007 and November 19, 2007 were unanimously (4-0) approved, as presented.

3. CONSIDER AND ACT UPON AWARD OF BIDS/PROPOSALS:
Management of ORCA grant:
· Upon motion of Commissioner Bates

The Court unanimously (4-0) approved the recommendation of Judge Mitchell to award the bid for management of the ORCA grant to Esser and Company of Uvalde.

Operator for Hotel/Motel Occupancy Tax Fund:

The Court approved (3-1) the recommendation of Judge Mitchell to award the bid for an operator for the Hotel/Motel Occupancy Tax fund to Texas Hill Country River Region.

4. CONSIDER AND ACT UPON REQUEST TO LOWER HOTEL/MOTEL OCCUPANCY TAX RATE:
Helen Burgin discussed her request to lower the hotel-motel tax rate from 6% to 2%. Ms. Burgin was not asking for the Court to take action at this time, but did ask that the Court take her request under advisement. No action was taken under this agenda item.
5. CONSIDER AND ACT UPON CASTING VOTES FOR UVALDE COUNTY APPRAISAL DISTRICT BOARD OF DIRECTORS:

· Second by Commissioner Bates
The Court unanimously approved (4-0) to cast the County’s 1309 entitled votes by dividing them equally among the following individuals to serve as Board of Directors for the Uvalde County Appraisal District fiscal year 2008-2009.

6. CONSIDER AND ACT UPON PRELIMINARY PLAT OF RIVER OAKS SUBDIVISION:

The Court unanimously (4-0) approved the preliminary plat of River Oaks Subdivision, contingent to verification of the lot sizes meeting the County’s Subdivision Rules and Regulations.

7. CONSIDER AND ACT UPON RESOLUTION SEEKING DISASTER RELIEF FUNDS FROM ORCA:
Judge Mitchell informed the Court that the County had received notification that they will receive approximately $540,000 from FEMA for damages in flooding this past summer. However, the FEMA grant only covers 75% of the actual damage. Therefore, the County will apply for a grant from the Office of Rural Community Affairs to cover the remaining 25% local match.

9. CONSIDER AND ACT UPON LINE-ITEM BUDGET AMENDMENTS:
None were presented to the Court for approval.
10. CONSIDER AND ACT UPON PAYMENT OF BILLS:
