MINUTES

 

 

 

The Uvalde County Commissioners Court met in regular session on November 8, 2004 at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse with the following members present:

 

                                                William R. Mitchell, County Judge

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Jr., Commissioner #2

                                                Rodney Reagan, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk 

            of the Commissioners Court of Uvalde County

 

                        ABSENT:        John P. Dodson, County Attorney  

 

Also present were County Treasurer Joni Deorsam, County Tax Assessor-Collector Maggie Del Toro, County Sheriff Terry Crawford, Constable #1 Bob Price, Assistant County Auditor Margie Collins, and Road Administrator Wayne Everett.

 

The Court opened with the Honorable Rodney Reagan giving the invocation; the following proceedings were had:

 

1.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Reagan

The Minutes of the regular meeting and special meeting both held on October 25, 2004 were unanimously approved.

 

2.                  CONSIDER AND ACT UPON PROPOSED RIVER ACCESS PLAN:

·        Upon motion of Commissioner Reagan

·        Second by Commissioner Scheide

The motion and second denied approval of the River Access Plan and that said plan not be submitted to the State Parks and Wildlife Commission in Austin for their review.  Judge Mitchell, Commissioners Scheide and Reagan voted in favor of the motion, with Commissioners Pargas and Moreno voting against.

 

3.                  CONSIDER AND ACT UPON OPENING OF BIDS:

A.  Two truck cabs and chassis:

                         The bids were set aside for review and examination with award being at           

                         the next meeting:

                                    Grande Truck                                                   $33,941.00 per unit

                                    Freightliner of San Antonio                                $36,400.00 per unit

                                    San Tex                                                            $34,474.00 per unit

                                    San Antonio Peterbilt                                        $35,353.25 per unit

                                    Parkway International in Arlington                     $36,039.00 per unit

 

4.                  CONSIDER AND ACT UPON CASTING VOTES FOR APPRAISAL DISTRICT BOARD MEMBERS:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Pargas

The motion and second was to cast all of the County’s 595 votes for Raymond Velos.  This action failed 2-3, with Commissioners Moreno and Pargas voting in favor of the motion.  Commissioners Scheide, Reagan and Judge Mitchell voting against said motion.

 

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Reagan

The motion and second was to equally cast the County’s 595 votes between Efrain Martinez, Vicente Gonzales, III, and Pat Phillips.  The motion passed 3-2 with Commissioners Scheide, Reagan and Judge Mitchell voting in favor of the motion.  Commissioners Pargas and Moreno voted against said motion.

                        

                         The following individuals were nominated to serve on the Uvalde County

                         Appraisal District Board:

                                    Greg Bales

                                    Farris Bennett (declined to serve)

                                    Jimmy Crawford

                                    Vicente Gonzales, III

                                    Efrain Martinez

                                    Pat Phillips

                                    Raymond Velos

 

5.                  CONSIDER AND ACT UPON APPROVING 2005 COUNTY HOLIDAY SCHEDULE:

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Pargas

The Court unanimously approved the 2005 County Holiday Schedule.  A copy is attached to these minutes.

 

6.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Wayne Everett gave the following activity report, with no action taken.

                  -Cutting brush

                  -Blading roads

                   -Processing permit on Grant

 

7.                  CONSIDER AND ACT UPON LINE-ITEM BUDGET AMENDMENTS:

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Pargas

The Court unanimously approved the line-item budget amendments, as presented by the County Auditor.

 

8.                  CONSIDER AND ACT UPON PAYMENT OF BILLS:

·        Upon motion of Commissioner Reagan

·        Second by Commissioner Scheide

The Court unanimously approved the payment of bills, as presented.

 

9.                  CONSIDER AND ACT UPON PAYROLL APPROVAL:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Pargas

 

10.              CONSIDER AND ACT UPON MONTHLY REPORTS:

·        Upon motion of Commissioner Pargas

·        Second by Commissioner Reagan

The Court unanimously approved the monthly reports.

 

11.              CONSIDER AND ACT UPON RESOLUTIONS/PROCLAMATIONS:

The Court approved resolutions in honor of the following, with the meeting being closed in their memory:

                  Bonnie Rummel

                  John S. Graves

                  Hector Tapia

 

 

With no further business, the Honorable William R. Mitchell adjourned the meeting of November 8, 2004.
