MINUTES

The Uvalde County Commissioners Court met in regular session at 10:00 a.m. on October 9, 2007 in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

William R. Mitchell, County Judge

Randy Scheide, Commissioner #1

Mariano Pargas, Jr., Commissioner #2

Jesse R. Moreno, Commissioner #4

Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk

of the Commissioners Court of Uvalde County

ABSENT: Jerry W. Bates, Commissioner #3

Also present were County Treasurer Joni Deorsam, County Tax Assessor Collector Maggie Del Toro, County Auditor Alice Chapman, and County Road Administrator Jesse Garcia.

1. CONSIDER AND ACT UPON CALL TO ORDER, ROLL CALL AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell called the meeting of October 9, 2007 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

2. CONSIDER AND ACT UPON APPROVAL OF MINUTES:

· Second by Commissioner Pargas

The Court unanimously (3-0) approved the Minutes of September 24, 2007, as presented.

3. CONSIDER AND ACT UPON RECOMMENDATION TO FILL VACANT COUNTY EXTENSION AGENT-FAMILY AND CONSUMER SCIENCES POSITION:

District Extension Administrator Cheryl Mapston recommended Pat Anderson Riser for the position of County Agent-Family and Consumer Sciences that is currently vacant.

The Court unanimously (3-0) approved the recommendation of Ms Mapston and the appointment of Pat Anderson Riser as the County Agent- Family and Consumer Sciences for Uvalde County.

4. CONSIDER AND ACT UPON RIGHT OF WAY GIFT OFFERED BY CONSUELO GONZALES:

· Upon motion of Commissioner Scheide

· Second by Commissioner Pargas

The Court unanimously (3-0) approved the acceptance of a 50 foot wide road known as VR Gonzales Street from Consuelo Gonzales, as a gift to Uvalde County. A copy of the Deed which is filed in Uvalde County Official Public Records under clerks file number 2007003875 is attached to these minutes.

5. CONSIDER AND ACT UPON SELECTING NOMINEES FOR UVALDE COUNTY APPRAISAL DISTRICT BOARD OF DIRECTORS:

The Court unanimously (3-0) approved the following nominees for Uvalde County Appraisal District Board of Directors:

6. CONSIDER AND ACT UPON ADVERTISING FOR PROPOSALS TO SERVE AS THE COUNTY’S HOTEL OCCUPANCY TAX OPERATOR:

· Upon motion of Commissioner Moreno

· Second by Commissioner Pargas

The Court unanimously (2-1) approved advertisement to seek proposals for the County’s Hotel Occupancy Tax Operator. The current contract with The Texas Hill Country River Region will expire on December 31, 2007.

7. CONSIDER AND ACT UPON APPROVAL OF PRELIMINARY PLAT OF CANYON OAKS UNIT 3 SUBDIVISION:

The Court passed this item.

8. CONSIDER AND ACT UPON SETTING DATE FOR COMMISSIONERS COURT MEETINGS:

· Upon motion of Commissioner Pargas

· Second by Commissioner Moreno

Per recommendation of Judge Mitchell, the Court unanimously (3-0) approved to set Monday as the day for regular Commissioners Court meetings.

9. CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Jesse Garcia gave the following activity report, with no action being taken under this agenda item.

10. CONSIDER AND ACT UPON LINE-ITEM BUDGET AMENDMENTS:

· Upon motion of Commissioner Moreno

· Second by Commissioner Scheide

The Court unanimously (3-0) approved the line-item budget amendments that were presented to the Court by the County Auditor. A copy of said amendments are attached to these minutes.
