MINUTES

 

 

The Uvalde County Commissioners Court met in regular session at 10:00 a.m. on September 24, 2007 in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

                                                William R. Mitchell, County Judge

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Jr., Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

                                                Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk

                                                            of the Commissioners Court of Uvalde County

 

Also present were County Treasurer Joni Deorsam, County Tax Assessor Collector Maggie Del Toro, County Auditor Alice Chapman, and County Road Administrator Jesse Garcia.

 

1.                  CONSIDER AND ACT UPON CALL TO ORDER, ROLL CALL AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell called the meeting of September 24, 2007 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

 

2.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Court unanimously (4-0) approved the Minutes of September 10, 2007, as written.

3.                  CONSIDER AND ACT UPON BIDS/PROPOSALS:

Per recommendation, the Court unanimously (4-0) approved the award of the following bids:

4.                  CONSIDER AND ACT UPON ADOPTING INTERLOCAL AGREEMENT WITH TEXAS ASSOCIATION OF COUNTIES FOR WORKER’S COMPENSATION COVERAGE:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Moreno

The Court unanimously (4-0) approved the Texas Association of Counties Risk Management Pool Interlocal Participation Agreement for the County’s workers’ compensation coverage.  A copy of said agreement is attached to these minutes.

5.                  CONSIDER AND ACT UPON PRESENTATION OF JOE JOBST REGARDING MEDICAL INSURANCE:

Joe Jobst, resident agent for Uvalde County, discussed proposals that were submitted from different carriers regarding the County’s major medical insurance.

 

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Scheide

The Court unanimously (4-0) approved the renewal with Alliance as the County’s carrier for medical insurance, contingent upon the final negotiation of the cost.  Group and Pension will continue to be the Administrators.

6.                  CONSIDER AND ACT UPON NOMINATING DIRECTORS FOR THE UVALDE COUNTY APPRAISAL DISTRICT BOARD OF DIRECTORS:

·         Upon motion of Commissioner Scheide

·         Second by Commissioner Moreno

The Court unanimously (4-0) tabled this item until the next Commissioners Court meeting.

 

7.                  CONSIDER AND ACT UPON ADOPTING 2007-2008 UVALDE COUNTY TAX RATE:

·         Upon motion of Commissioner Scheide

·         Second by Commissioner Pargas

The Court unanimously (5-0) adopted the 2007-2008 Uvalde County tax rate for the general fund as follows:                

General Fund Tax Rate           .4395

General Fund Debt Rate         .0028

Total General Fund Tax Rate .4423

8.                  CONSIDER AND ACT UPON ADOPTING 2007-2008 ROAD AND BRIDGE TAX RATE:

The Court unanimously (5-0) adopted the 2007-2008 Uvalde County road and bridge tax rate as follows:

Road Administrator Jesse Garcia gave the following activity report, with no action being taken under this agenda item.

                  -Mowing right-of-ways

                  -Hauling material to CR#336

 

10.              CONSIDER AND ACT UPON LINE-ITEM BUDGET AMENDMENTS:

No line item budget amendments were presented to the Court for approval.

 

11.              CONSIDER AND ACT UPON PAYMENT OF BILLS:

·         Second by Commissioner Scheide

The Court unanimously (4-0) approved the bills for payment.
