MINUTES
The Uvalde County Commissioners Court met in regular session on September 13, 2004 at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse with the following members of the Court present:

Also present were County Treasurer Joni Deorsam; County Tax Assessor-Collector Maggie Del Toro; County Sheriff Terry Crawford; County Auditor Alice Chapman; and Road Administrator Wayne Everett.
The Honorable Randy Scheide presided over the meeting of September 13, 2004.
Commissioner Scheide’s vote is included and reflected under the agenda items listed below.
The Court opened with the Honorable Rodney Reagan giving the invocation; the following proceedings were had:
1.
CONSIDER AND ACT UPON APPROVAL OF MINUTES:

The Minutes of August 23, 2004 were unanimously approved.
2.
CONSIDER AND ACT UPON APPOINTMENT OF ELECTION
JUDGES:
· Upon motion of Commissioner Moreno
· Second by Commissioner Reagan
The Court unanimously approved the attached updated list of elections judges/alternates as submitted by the County Clerk.
3. CONSIDER AND ACT UPON DISTRICT JUDGE ORDER SETTING SALARY FOR OFFICIAL COURT REPORTER, COUNTY AUDITOR AND ASSISTANT COUNTY AUDITOR:

· Second by Commissioner Reagan
The Court unanimously accepted and approved certified copies of an ORDER SETTING SALARY OF OFFICIAL COURT REPORTED; ORDER SETTING SALARY OF COUNTY AUDITOR; and ORDER SETTING SALARY OF ASSISTANT COUNTY AUDITOR signed by District Judge Mickey R. Pennington. Copies of above-mentioned ORDERS are attached to these minutes.
4. CONSIDER AND ACT UPON FINAL PLAT OF THE RANCH UNIT II SUBDIVISION:

· Second by Commissioner Pargas
The
Court unanimously approved the final plat of The Ranch Unit II Subdivision
submitted by John Howard of John Howard Surveying Company.
5. CONDUCT PUBLIC HEARING ON PROPOSED TAX RATE; SCHEDULE AND ANNOUNCE MEETING TO ADOPT TAX RATE:
Commissioner
Scheide opened the public hearing for discussion on the proposed Uvalde County
tax rate of $ 0.3717 for the General Fund and $0.0668 for the Road and Flood
Fund being a total of $0.4385 per $100 valuation.
One
individual questioned the tax exemption procedures for persons over 65 and
disabled.
The
Court agreed to schedule September 27, 2004 as the date to adopt the above
mentioned tax rate.
6. DISCUSS PROPOSED RIVER ACCESS PLAN:
· Upon motion of Commissioner Moreno
· Second by Commissioner Reagan
The
Court unanimously approved setting September 27, 2004 at 10:00 a.m. the date to
hold a Public Hearing on the proposed River Access Plan. The motion included allowing five (5) persons
to speak in favor of the plan and five (5) persons to speak against the plan,
with remarks being limited to three (3) minutes.
7. CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:
Road
Administrator Wayne Everett gave the following report.

The department has started work on CR# 415

Plans to repair
CR #354 and CR# 363
·
Cutting brush

Maintaining
roads

Blading roads

8. CONSIDER AND ACT UPON LINE ITEM BUDGET AMENDMENTS:

Court unanimously approved the line item budget amendments, as submitted by the
County Auditor.
9. CONSIDER AND ACT UPON PAYMENT OF BILLS:

The
Court unanimously approved the payment of the bills. A copy of the bills is attached to these
minutes.
10. CONSIDER AND ACT UPON PAYROLL APPROVAL:

The
Court unanimously approved the payroll.
11. CONSIDER AND ACT UPON MONTHLY REPORTS:
