The Court opened with the honorable William R. Mitchell giving the invocation; the following proceedings were had:

CONSIDER AND ACT UPON APPROVAL OF MINUTES:

CONSIDER AND ACT UPON AWARD OF BIDS:
A. Inmate Telephone Service:
· Upon motion of Commissioner Pargas
· Second by Commissioner Moreno
The bid for inmate telephone service was awarded to Infinity by a unanimous vote of the court.
B. Highway Diesel Fuel:
· Upon motion of Commissioner Pargas
· Second by Commissioner Moreno
The bid for highway diesel fuel was awarded to Tandem Petroleum by a unanimous vote of the court.
3. CONSIDER AND ACT UPON APPROVING ORDER ADOPTING NATIONAL INCIDENT MANAGEMENT SYSTEM:
Judge Mitchell informed the Court that in February, President Bush issued a Homeland Security Presidential Directive (HSPD) that directed the Department of Homeland Security to develop a National Incident Management System (NIMS) to provide for a consistent approach to effective management of situations involving natural disasters, man-made disasters or terrorism.

The Court unanimously voted in favor of passing a Resolution regarding the development of a National Incident Management System (NIMS). A copy of the Resolution is attached to these minutes.

CONSIDER AND ACT UPON REVOLVING LOAN FUND
ADMINISTRATION AS RECOMMENDED BY

Second by Commissioner Moreno
The Court voted in favor of giving limited powers to Futuro, Inc., as administrators of the revolving loan fund, and that each application for a loan be brought before the Court for public hearing. The motion also included amending the by-laws to reflect the changes. Judge Mitchell, Commissioners Scheide, Pargas, and Moreno voted to approve the motion.
5.
CONSIDER AND ACT UPON PRELIMINARY PLAT FOR
BLUFFSIDE SUBDIVISION:
· Upon motion of Commissioner Scheide
· Second by Commissioner Moreno
The Court unanimously approved the preliminary plat of Bluffside Subdivision as presented by Greg Magers who was representing G&R Land Company of Laredo. The proposed subdivision will be located 4.0 miles north of Concan on the east side of US 83 where it intersects with CR 350.

CONSIDER AND ACT UPON JUSTICE DEPARTMENT
AUTHORIZATION TO TRANSFER ELECTION RESPONSIBILITIES:

· Second by Commissioner Moreno
The Court unanimously approved and acknowledged receipt of the correspondence from the United States Department of Justice stating the Attorney General does not interpose any objection to the transfer of power for conducting elections from the County Clerk to the County Tax Assessor-Collector in Uvalde County.

CONSIDER AND ACT UPON JP COURT SOFTWARE CONTRACT
WITH HILL COUNTRY SOFTWARE AND SUPPORT:

The Court unanimously approved a contract with Hill Country Software and Support for a software program that will assist in Justice Court accounting. A copy of said agreement is attached to these minutes.

CONSIDER AND ACT UPON CREDIT CARD SERVICE
CONTRACT WITH OFFICIAL PAYMENT CORPORATION:

The Court unanimously approved a contract with Official Payments Corporation for the use of credit cards for Justice Court payments. A copy of said contract is attached to these minutes.

CONSIDER AND ACT UPON ADOPTING 2005-06
MAINTENANCE AND OPERATION FOR GENERAL FUND TAX RATE:

Second by Commissioner Scheide
The Court approved setting the maintenance and operation for General Fund tax rate at $0.3785 per $100 valuation. Judge Mitchell, Commissioners Scheide, Pargas and Moreno voted in favor of the same.
10.
CONSIDER AND ACT UPON ADOPTING 2005-06
MAINTENANCE AND OPERATION FOR FLOOD/FM TAX RATE:
· Upon motion of Commissioner Pargas
· Second by Commissioner Scheide
The Court approved setting the maintenance and operation for Flood/FM tax
rate at $.0719 per $100 valuation. Judge Mitchell, Commissioners Scheide, Pargas and Moreno voted in favor of the same.
11.
CONSIDER AND ACT UPON ADOPTING PROPERTY TAX DEBT
RATE FOR GENERAL FUND:
· Upon motion of Commissioner Moreno
· Second by Commissioner Pargas
The Court adopted the property tax debt rate for the General Fund at $.0091 per $100 valuation. Judge Mitchell, Commissioners Scheide, Pargas, and Moreno voted in favor of the same.
12.
CONSIDER AND ACT UPON ADOPTING TAX DEBT RATE FOR
FLOOD/FM:

Upon motion of Commissioner Scheide

Second by Commissioner Pargas
The Court adopted the tax debt rate for the Flood/FM at $0.0212 per $100 valuation. Judge Mitchell, Commissioners Scheide, Pargas, and Moreno voted in favor of the same.
13.
CONSIDER AND ACT UPON ROAD ADMINISTRATORS
REPORT:
Road Administrator Wayne Everett gave the Court the following activity report, with no action being taken.
-Routine maintenance
-Blading roads
-Cutting brush
-Progress slow on bridge construction
14.
