MINUTES

 

 

The Uvalde County Commissioners Court met in regular session at 10:00 a.m. on August 27, 2007 in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

 

                                                William R. Mitchell, County Judge

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Jr., Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

                                                Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk

                                                            of the Commissioners Court of Uvalde County

 

Also present were County Treasurer Joni Deorsam, County Sheriff Terry Crawford, County Auditor Alice Chapman, and Road Administrator Jesse Garcia.

 

1.                  CONSIDER AND ACT UPON CALL TO ORDER, ROLL CALL AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell called the meeting of August 27, 2007 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

 

2.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Moreno

The Corrected Minutes of July 30, 2007 and Minutes of August 13, 2007 were unanimously (3-0) approved, as presented.

3.                  CONSIDER AND ACT UPON PUBLIC HEARING ON PROPOSED TAX RATE FOR 2007-2008 FOR UVALDE COUNTY BUDGET:

No public comments were made during the public hearing on the proposed 2007-2008 total tax rate of $0.5697, which is a $.0264 increase over 2006-2007.

 

4.                  CONSIDER AND ACT UPON ADOPTING 2008 SHERIFF’S AND CONSTABLES FEES:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Pargas

The Court unanimously (3-0) approved not to increase the fees of office for the 2008 Sheriff and Constables, as recommended by Sheriff Crawford.  A copy of the adopted fees are attached to these minutes.

5.                  CONSIDER AND ACT UPON SPECIAL FUNDING FOR REAGAN WELLS FIRE DEPARTMENT:

Commissioner Moreno informed the Court that during recent flooding the Reagan Wells Fire Department lost a fire truck, tools and firefighting equipment in connection with a rescue effort.

 

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Pargas

The Court unanimously (4-0) approved a one time gift of $5000.00 from the County to the Reagan Wells Fire Department.  The Auditor stated that the money would be paid out of the Tobacco Fund.

6.                  CONSIDER AND ACT UPON ADOPTING COUNTY ROAD MAP:

·         Upon motion of Commissioner Scheide

·         Second by Commissioner Bates

                  Pursuant to Chapter 258 of the Transportation Code, the Court unanimously

      (4-0) approved the advertisement in the local newspaper that the

      Commissioners Court has proposed a County Road Map. Said notice shall be

      published for at least four consecutive weeks preceding the date of the public

      meeting.

7.                  CONSIDER AND ACT UPON ENTERING INTO A PROFESSIONAL SERVICES CONTRACT FOR REDISTRICTING:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Court unanimously (4-0) approved a professional services contract for the 2010 redistricting of commissioners precincts with Rolando L. Rios and Associates, PLLC of San Antonio, Texas.  A copy of said contract is attached to these minutes.

8.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Jesse Garcia gave the following activity report, with no action being taken.

      -Repair of roads due to flooding

      -Mowing

      -Patching roads

9.                  CONSIDER AND ACT UPON LINE-ITEM BUDGET AMENDMENTS:

None were presented to the Court for approval.

 

10.              CONSIDER AND ACT UPON PAYMENT OF BILLS:

·         Second by Commissioner Scheide

The Court unanimously (4-0) approved the payment of bills, as presented.
