MINUTES

 

 

 

The Uvalde County Commissioners Court met in regular session on August 22, 2005 at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse with the following members present:

 

                        PRESENT:       William R. Mitchell, County Judge

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Jr., Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

                                                John P. Dodson, County Attorney

                                                Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk

                                                            of the Commissioners Court of Uvalde County

 

Also present were County Treasurer Joni Deorsam, County Tax Assessor-Collector Maggie Del Toro; County Sheriff Terry Crawford, Constable #1 Bob Price; County Auditor Alice Chapman.

 

The Court opened with the Honorable William R. Mitchell giving the invocation; the following proceedings were had:

 

1.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

The minutes of August 10, 2005, minutes for the special session on August 10, 2005,and minutes for the special session on August 15, 2005 were approved as written, by a vote of 3-0.  Commissioner Pargas was not present for this agenda item.

 

2.                  CONSIDER AND ACT UPON OPENING OF BIDS:

The Court acknowledged receipt of the following bids with the award to be conducted at the meeting of September 12, 2005.

      Inmate Telephone:

                  T-Netix

                  Inmate Communications

                  Infinity Group

                  ADS-Telecom

                  Synergy Telecom

      Highway Diesel Fuel:

                  Tandem Petroleum

                  Maxey Energy Company

                  Pico Petroleum Products

 

3.                  CONSIDER AND ACT UPON SHERIFF’S AND CONSTABLE’S FEE SCHEDULE:

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Bates

The Court voted 3-0 to approve the 2006 Sheriff and Constable fees for certain services rendered.   Commissioner Pargas was not present for this agenda item.  A copy of said fees are attached to these minutes.

 

4.                  CONSIDER AND ACT UPON APPOINTING ELECTION JUDGES:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Scheide

The Court approved, by a vote of 3-0, the second amended list of Election Judges and Alternate Judges for the 2005/2006 term.  A copy of the list is attached to these minutes.

 

5.                  CONSIDER AND ACT UPON CALLING NOVEMBER GENERAL ELECTION:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Scheide

The Court voted 3-0 in favor of ratifying Judge Mitchell’s action to call the November 8, 2005 Constitutional Amendment election and the motion also included approval of polling locations.  A copy of said Notice is attached to these minutes.  Commissioner Pargas was not present for this agenda item.

 

6.                  DISCUSS RAX RATE; IF PROPOSED TAX RATE WILL EXCEED THE ROLLBACK RATE OR THE EFFECTIVE TAX RATE (WHICH EVER IS LOWER), TAKE A RECORD VOTE AND SCHEDULE PUBLIC HEARING:

County Auditor outlined and discussed with the Court the proposed 2006 tax rate.

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Bates

The Court accepted the following 2006 tax rate for Uvalde County with Judge Mitchell, Commissioner Scheide, Commissioner Pargas, Commissioner Bates and Commissioner Moreno voting in favor of the same.

The Court also scheduled the following meetings, which will be held in the Commissioners Courtroom, in regards to the proposed tax rate:    

Public Hearing:

                  September 1, 2005 – noon

                  September 6, 2005 – 6:00 p.m.

      Adopt Tax Rate:

                  September 12, 2005 – 10:00 a. m.

 

7.                  CONSIDER AND ACT UPON SALARY SCHEDULE:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Scheide

The Court adopted the attached salary schedule of all elected county and precinct officials, by a vote of 4-0.  Attached to these minutes is a copy of said schedule.

 

8.                  CONSIDER AND ACT UPON PUBLIC HEARING ON PROPOSED 2005-2006 UVALDE COUNTY BUDGET:

No interested citizens were present for the public hearing on the proposed 2005-2006 Uvalde County budget.

 

9.                  CONSIDER AND ACT UPON ADOPTING 2005-2006 UVALDE COUNTY BUDGET:

·        Motion was made by Commissioner Scheide

·        Seconded by Commissioner Moreno

The Court adopted the 2005-2006 Uvalde County Budget and Policies with Judge Mitchell, Commissioner Scheide, Commissioner Pargas, Commissioner Bates, and Commissioner Moreno voting in favor of the same.

The 2005-2006 budget includes policies in regard to sick leave; mileage; and cost of living.

 

10.              CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Due to the absence of the Road Administrator, Judge Mitchell gave a brief update on the bridge construction.  No action was taken under this agenda item.

 

11.              CONSIDER AND ACT UPON LINE-ITEM BDUGET AMENDMENTS:

None were presented to the Court for approval.

 

12.              CONSIDER AND ACT UPON PAYMENT OF BILLS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Scheide

The Court approved the bills for payment, by a vote of 3-0.  Commissioner Pargas was not present for this agenda item.

 

13.              CONSIDER AND ACT UPON APPROVAL OF MONTHLY REPORTS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Scheide

The Court approved the following reports, by a vote of 3-0.  Commissioner Pargas was not present for this agenda item.

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

The Court voted 3-0 in favor of the motion to approve the payroll.  Commissioner Pargas was not present for this agenda item.

 

15.              CONSIDER AND ACT UPON RESOLUTIONS/PROCLAMATIONS:

None were presented to the Court for approval.

 

 

With no further business, the Honorable William R. Mitchell adjourned the meeting of August 22, 2005.
