MINUTES

 

 

The Uvalde County Commissioners Court met in regular session on July 10, 2006 at 10:00 a.m. in the Uvalde County Commissioners Courtroom, with the following members present:

 

                                                William R. Mitchell, County Judge

                                                Mariano Pargas, Jr., Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

Lucille C. Hutcherson, County Clerk and Ex-Officio   

 Clerk of the Commissioners Court of Uvalde County

 

                        ABSENT:        Randy Scheide, Commissioner #1

                                                John P. Dodson, County Attorney

 

Also present were County Treasurer Joni Deorsam; County Tax Assessor-Collector Maggie Del Toro; Constable #1 Bob Price; County Auditor Alice Chapman; and Road

Administrator Wayne Everett.

 

1.                  CONSIDER AND ACT UPON CALL TO ORDER, PRAYER AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

2.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Pargas

The Minutes of June 26, 2006 were approved 2-0-1, with Commissioner Moreno “abstaining”.

 

3.                  CONSIDER AND ACT UPON BAN ON OUTDOOR BURNING:

·        Upon motion of Commissioner Pargas

·        Second by Commissioner Bates

The Court unanimously approved not to enact a ban on outdoor burning.

 

4.                  CONSIDER AND ACT UPON PUBLIC HEARING REGARDING PRIVATE SEWAGE FACILITY REQUIREMENTS:

Bob Oakley, County Sanitarian, presented an outline on the proposed changes in the on-site private sewage facility requirements to the Court. 

 

The Court entered the public hearing at 10:12 a.m. and exited at 10:22 a.m.:

            Lucille C. Hutcherson

 

No action was taken under this agenda item.

 

5.                  CONSIDER AND ACT UPON ADOPTING CHANGES TO PRIVATE SEWAGE FACILITY REQUIREMENTS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Pargas

The Court approved, 2-1, to postpone this agenda item until a later date, with  Commissioner Moreno voting “nay”.

 

6.                  CONSIDER AND ACT UPON APPOINTMENT OF ELECTION JUDGES AND ALTERNATES:

·        Upon motion of Commissioner Pargas

·        Second by Commissioner Moreno

The Court unanimously approved the election judges and alternates that were recommended by County Election Official Maggie Del Toro.  These individuals will serve in this capacity August 2006 thru July 2007.  A copy of said list is attached to these minutes.

 

7.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Wayne Everett gave the Court the following activity report, with no action being taken:

      -Repairs on Bear Creek crossing due to minor flooding

      -Completed spraying brush on Speir Dam

      -Routine maintenance

 

8.                  CONSIDER AND ACT UPON LINE-ITEM BUDGET AMENDMENTS:

None were presented to the Court for approval.

 

9.                  CONSIDER AND ACT UPON APPROVAL OF MONTHLY REPORTS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Moreno

The Court unanimously approved the following reports:

      County Clerk: June 23-29, 2006

        Jail: June 26 thru July 3, 2006 (3)

        J.P. #1: June 1-9, 2006; June 12-16, 2006; June 19-23, 2006; June 26-30, 2006

        J.P. #2: June 1-13, 2006; June 12-16, 2006; June 19-23, 2006; July 3-7, 2006

        J.P. #3: June 1-29, 2006; June 17-23, 2006; June 24-30, 2006

        J.P. #4: June 19-23, 2006; June 23-30, 2006

        J.P. #6: June 19-23, 2006; June 26-30, 2006

 

 

 

 

 

 

10.              CONSIDER AND ACT UPON PAYMENT OF BILLS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Moreno

The Court unanimously approved the bills for payment.

           

11.              CONSIDER AND ACT UPON PAYROLL APPROVAL:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Pargas

The Court unanimously approved the payroll, as presented.

 

12.              CONSIDER AND ACT UPON RESOLUTIONS/PROCLAMATIONS:

None were presented to the Court for approval.
