MINUTES

 

 

 

The Uvalde County Commissioners Court met in regular session on June 27, 2005, at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse with the

following members present:

 

                        PRESENT:       William R. Mitchell, County Judge

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

                                                John P. Dodson, County Attorney

                                                Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk

                                                            of the Commissioners Court of Uvalde County

 

 

Also present were County Treasurer Joni Deorsam, Tax Assessor-Collector Maggie Del Toro, County Sheriff Terry, County Auditor Alice Chapman, and Road Administrator Wayne Everett.

 

The Court opened with the Honorable William R. Mitchell giving the invocation; the following proceedings were had:

 

1.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

The minutes of June 13, 2005 (regular session), June 13, 2005 (budget workshop), June 14, 2005 (budget workshop), and June 15, 2005 (budget workshop) were approved 3-0.  Commissioner Pargas was not present for this agenda item.

 

2.                  CONSIDER AND ACT UPON PRESENTATION BY UVALDE COUNTY EXTENSION AGENT KENNETH WHITE:

-County Extension Agent Kenneth White presented Commissioners Scheide and Pargas with continuing education certificates for attending the 47th Annual County Judge and Commissioners Conference in College Station.

 

-Mr. White also gave an update on numerous activities to the Court.

 

No action was taken under this agenda item.

 

3.                  CONSIDER AND ACT UPON REQUEST OF COUNTY SHERIFF TO SUPPLEMENT SALARY OF JAIL ADMINISTRATOR UTILIZING FORFEITURE FUNDS:

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Pargas

The Court unanimously approved the Sheriff’s request to increase the salary of Mike Webb/Jail Administrator to the level of a deputy’s pay.  This adjustment will be paid out of the Sheriff’s forfeiture fund.

 

4.                  CONSIDER AND ACT UPON COUNTY’S LEVEL OF PARTICIPATION IN THE TEXAS COUNTY AND DISTRICT RETIREMENT SYSTEM:

The Court discussed this item, with no motion made or action taken.

 

5.                  CONSIDER AND ACT UPON REQUEST OF COUNTY CLEK TO TRANSFER ELECTION RESPONSIBILITIES TO THE OFFICE OF THE COUNTY TAX ASSESSOR-COLLECTOR:

·        Upon motion of Commissioner Pargas

·        Second by Commissioner Moreno

The Court unanimously approved the request of County Clerk Lucille C. Hutcherson to transfer the duties and functions in connection with the conduct of election in and for Uvalde County to County Tax Assessor-Collector Margarita “Maggie” Del Toro.

 

6.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Wayne Everett gave the following activity report:

      -Construction on bridge at Montell progressing well

      -Routine maintenance

      -Blading roads

      -Mowing right-of-ways

      -Patching roads

 

No action was taken under this agenda item.

 

7.                  CONSIDER AND ACT UPON LINE ITEM BUDGET AMENDMENTS:

None were presented for approval by the Court.

 

8.                  CONSIDER AND ACT UPON PAYMENT OF BILLS:

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Bates

The Court unanimously approved the bills for payment.

 

9.                  CONSIDER AND ACT UPON PAYROLL APPROVAL:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

The Court unanimously approved the payroll.

 

10.              CONSIDER AND ACT UPON APPROVAL OF MONTHLY REPORTS:

·        Upon motion of Commissioner Pargas

·        Second by Commissioner Bates

The Court unanimously approved reports from the following departments:

      J.P. #1 – June 6-10

      J.P. #2 – June 6-10 2005; June 13-17, 2005

      J.P. #3 – June 4-10, 2005; June 11-17, 2005; June 18-24, 2005

      J.P. #4 – June 1-10, 2005; June 13-17, 2005

      J.P. #6 – June 6-10, 2005; June 13-17, 2005

      Sheriff/Jail –June 6-12, 2005; June 6-13, 2005; June 13-20, 2005

County Clerk – May 31, 2005; May 2005; June 1-9, 2005; June 10-16,

11.              CONSIDER AND ACT UPON RESOLUTIONS/PROCLAMATIONS:

The Court approved resolution in honor of the following, with the meeting being closed in their memory:

                  Elisa Patena

                  Woodrow Ede

                  Richardo Flores

 

      12.       EXECUTIVE SESSION:

a.                   Deliberation regarding real property (permitted by Section 551.072 Texas Government Code)

The Court entered executive session at 10:19 a.m.

 

13.        RECONVENE IN REGULAR SESSION AND TAKE ACTION, IF    

            NEEDED:

The Court exited executive session at 10:29 a.m., with no action taken.

 

 

 

With no further business, the Honorable William R. Mitchell adjourned the meeting of June 27, 2005.
