MINUTES

 

 

The Uvalde County Commissioners Court met in regular session at 10:00 a.m. on May 14, 2007 in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

of the Commissioners Court of Uvalde County

 

Also present were County Treasurer Joni Deorsam, County Tax Assessor-Collector Maggie Del Toro, County Sheriff Terry Crawford, County Auditor Alice Chapman, and Road Administrator Jesse Garcia.

 

1.                  CONSIDER AND ACT UPON CALL TO ORDER, ROLL CALL AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell called the meeting of May 14, 2007 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

 

2.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Moreno

The Minutes of April 23, 2007 were unanimously (4-0) approved, as written.

3.                  CONSIDER AND ACT UPON BIDS/PROPOSALS:

a.        Award of bank depository:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Court unanimously (4-0) approved the recommendation of County Auditor Alice Chapman to award the bank depository bid to the First State Bank of Uvalde.

b.        Open of HOME administrative proposals:

These five proposals were opened and acknowledged, by the Court.  They

were set aside for review and public inspection.   A recommendation will be presented at the May 29th, 2007 meeting of the Court.

 

4.                  CONSIDER AND ACT UPON APPROVAL OF ORDER AUTHORIZING THE ISSUANCE OF “UVALDE COUNTY, TEXAS TAX AND REVENUE ANTICIPATION NOTES, SERIES 2007” PRESCRIBING THE FORM, TERMS, CONDITIONS AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO THE ISSUANCE, SALE AND DELIVERY OF THE NOTES; AUTHORIZING THE EXECUTION OF A PAYING AGENT/REGISTRAR AGREEMENT AND A PURCHASE AND INVESTMENT LETTER; COMPLYING WITH THE REQUIREMENTS OF THE DEPOSITORY TRUST COMPANY’S LETTER OF REPRESENTATION; AND APPROVING EFFECTIVE DATE:

Ryan Cunningham of Southwest Securities addressed the Court with issues related to the issuance of the Tax Anticipation Notes in the amount of $1,000,000.00 with interest on the same at 4.230% and maturity on said note being 2008.

The Court unanimously (4-0) approved and authorized notes be issued in the aggregate principal amount of $1,000,000.00 and to be designated and bear the title of Uvalde County, Texas Tax and Revenue Anticipation Notes, Series 2007”.

5.                  CONSIDER AND ACT UPON SHERIFF’S REQUEST TO APPLY FOR A TEXAS ATTORNEY GENERAL VICTIM INFORMATION AND NOTIFICATION GRANT:

Gary Walker of the Texas Attorney General’s office discussed and outlined the terms and conditions of the proposed grant and discussed the “VINE” program (Victim Information and Notification Services) with the Court.

The Court unanimously (4-0) gave approval for Sheriff Crawford to proceed with the Texas Attorney General Victim Information and Notification Grant.

6.                  CONSIDER AND ACT UPON DISTRICT ATTORNEY’S REQUEST TO APPLY FOR TEXAS ATTORNEY GENERAL COMPENSATION TO VICTIMS OF CRIME GRANT:

·         Upon motion of Commissioner Pargas

·         Second by Commissioner Moreno

The Court unanimously (4-0) approved the request of District Attorney Anton (Tony) E. Hackebeil’s to adopt a Resolution in support of an application for the Texas Attorney General’s Victim Coordinator and Liaison Grant.  A copy of the Resolution is attached to these minutes.

7.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Jesse Garcia gave the following activity report, with no action taken:

      -Repair on Nueces River crossings – CR #409; CR #410; CR #416

 

On the evening of April 24, 2007 Maverick County was hit by a deadly tornado.  Judge Mitchell and the Commissioners Court recognized the following who responded from Uvalde County by issuing Certificates of Commendation:
