MINUTES

 

 

 

The Uvalde County Commissioners Court met in regular session on May 9, 2005, at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse with the following members present:

 

                        PRESENT:       William R. Mitchell, County Judge

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Jr., Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

                                                Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk

                                                            Of the Commissioners Court of Uvalde County

 

                        ABSENT:        John P. Dodson, County Attorney

 

Also present were County Treasurer Joni Deorsam, Tax Assessor-Collector Maggie Del Toro, Constable #1 Bob Price, County Auditor Alice Chapman, and Road Administrator

Wayne Everett.

 

The Court opened with the Honorable William R. Mitchell giving the invocation; the following proceedings were had:

 

1.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

The Minutes of April 25, 2005 were unanimously approved.

 

2.                  CONSIDER AND ACT UPON AWARDS OF BIDS:

The following action was taken upon recommendation of the County Treasurer and County Auditor:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Pargas

The Court unanimously approved awarding the bid for the county’s bank depository contract to the First State Bank of Uvalde term starting June 1, 2005 to May 31, 2007.  A copy of the Depository Contract is attached to these minutes.

 

3.                  CONSIDER AND ACT UPON RESOLUTION IN OPPOSITION TO PROPOSED PIPELINE:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Pargas

The Court unanimously passed the attached Resolution, which expressed the Courts opposition to the creation of any pipeline designed to transport water from property located within Uvalde County.

 

4.                  CONSIDER AND ACT UPON HAVA COMMITTEE:

The County Clerk gave the Court an update on the proposed purchase of the Help American Vote Act (HAVA) compliant voting equipment.  No action was taken.

 

5.                  CONSIDER AND ACT UPON ADVERTISING FOR BIDS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Scheide

The Court unanimously approved the advertisement for bids of the following items for one-year contracts effective October 1, 2005.

a.                   Office Supplies

b.                  County Morgue

c.                   Pharmacy

d.                  Inmate telephone service

e.                   Road Department uniforms

f.                    Sheriff Department uniforms

g.                   Petroleum products

h.                    

6.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

No action was taken on the Road Administrators activity report:

      -Started mowing program in Uvalde Estates

      -Patching/blading roads

      -Construction on bridge progressing slowly

 

7.                  CONSIDER AND ACT UPON LINE-ITEM AMENDMENTS:

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Moreno

The Court unanimously approved the line-item amendments, as presented by the County Auditor.

 

8.                  CONSIDER AND ACT UPON PAYMENT OF BILLS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Scheide

The Court unanimously approved the payment of bills, as presented.

 

9.                  CONSIDER AND ACT UPON PAYROLL APPROVAL:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

The Court unanimously approved the payroll.

 

 

 

10.              CONSIDER AND ACT UPON APPROVAL OF MONTHLY REPORTS:

·        Upon motion of Commissioner Pargas

·        Second by Commissioner Moreno

The Court unanimously approved the following monthly reports:

      J.P. #1: April 25-29, 2005; April 2005

      J.P. #2: April 18-22, 2005; April 25-29, 2005; April 1-29, 2005

      J.P. #3: April 16-22, 2005; April 23-30, 2005; April 1-30, 2005

      J.P. #4: April 18-22, 2005; April 25-29, 2005

      J.P. #6: April 25-29, 2005

      Jail: April 25 – May 1, 2005; May 2, 2005

      County Clerk: March 2005; April 15-21, 2005; April 22-28, 2005; April 2005

 

11.              CONSIDER AND ACT UPON RESOLUTIONS/PROCLAMATIONS:

The Court approved the following resolutions in honor of the following, with the Court closing in their memory.

                  Bonnie G. Mancha

                  Laura May Gowens

 

 

With no further business, the Honorable William R. Mitchell adjourned the meeting of May 9, 2005.
