MINUTES

 

 

 

The Uvalde County Commissioners Court met in special session on April 18, 2006 at 6:00 p.m. in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

                                                John P. Dodson, County Attorney

                                                Lucille C. Hutcherson, County Clerk and Ex Officio Clerk

                                                            of the Commissioners Court of Uvalde County

 

 

Also present in round table discussion were County Treasurer Joni Deorsam, County Sheriff Terry Crawford, District Attorney Tony Hackabeil, County Auditor Alice Chapman, Chief Probation Officer Dale Gear, Jail Administrator Juan Gutierrez, and District Court Coordinator Aurora Zamora.  

 

The audience consisted of Mayor George Garza, City Manager John Harrell, Sheriff Investigator Nathan Johnson, Chief Deputy Sheriff Raul Medina, Constable #1 Bob Price, Assistant Chief of Police Pete Arredondo, Ernest Santos, Otto Arnim, and Jacinto Pena.

 

1.                  WORKSHOP TO DISCUSS MANAGEMENT OF JAIL POPULATION; CURRENT AND FUTURE JAIL FACILITY NEEDS; AND POSSIBLE ISSUANCE OF REVENUE ANTICIPATION NOTES:

·        Jail Administrator Juan Gutierrez gave the Court an update on number of inmates housed locally and in other facilities.

·        District Court Coordinator Aurora Zamora gave the Court an informative presentation on case management and jail population.

·        Sheriff Crawford gave the Court a jail update.

·        District Attorney Tony Hackabeil spoke to the Court concerning inmates, defendants and enforcement  

·        Chief Probation Officer Dale Gear spoke to the Court about outstanding fees and probationers.

·        County Attorney John P. Dodson addressed the Court regarding case load, defendants and enforcement.

·        County Auditor Alice Chapman informed the Court of the cost of inmates housed in the Uvalde County Jail and in other facilities plus   medical expenses.  Mrs. Chapman stated that funds to pay for housing of inmates in the amount of $270,840.00 are needed this fiscal year and she recommended the Court contact Southwest Securities regarding issuance of revenue anticipation notes.

·        Jacinto Pena gave the Court a presentation concerning the housing of inmates in neighboring Counties; implementing a “catch and release” operating procedure; construction of an additional facility to meet the needs of the County.

 

After a full discussion, the Commissioners authorized Judge Mitchell to invite a representative from Southwest Securities to visit with the Court about current funding and future funding of the County Jail.

                       

            No action was taken on this agenda item.

 

With no further business, the Honorable William R. Mitchell adjourned the workshop of April 18, 2006.
