MINUTES

 

 

The Uvalde County Commissioners Court met in regular session on April 10, 2006 at 6:00 p.m.. in the Commissioners Courtroom of the Uvalde County Courthouse with the following members present:

 

                                                William R. Mitchell, County Judge

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Jr., Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

                                                Lucille C. Hutcherson, County Clerk and Ex Officio Clerk

                                                            of the Commissioners Court of Uvalde County

 

Also present were Road Administrator Wayne Everett and Chief Deputy Sheriff Raul Medina.

 

The Court opened with the Honorable William R. Mitchell giving the invocation; the following proceedings were had:

 

1.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Moreno

The Minutes of March 27, 2006 were unanimously approved as written.

 

2.                  CONSIDER AND ACT UPON ADOPTING BAN ON OUTDOOR BURNING:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Pargas

The Court unanimously approved the adoption of an ORDER RESTRICTING OUTDOOR BURNING, pursuant to Local Government Code 352.08.  A copy of said Order is attached to these minutes.

 

3.                  CONSIDER AND ACT UPON REPORT OF RIVER ACCESS COMMITTEE:

This agenda item was tabled and is scheduled for the next Commissioners Court meeting.

 

4.                  CONSIDER AND ACT UPON CONCERNS OF MOTOR SIZE LIMITS AT COOKSEY LAKE:

The Court discussed an Order that was adopted in January 2006 which set the maximum size of motors used on motorboats operated on lakes within the County of Uvalde.  The following persons expressed their opinions regarding this matter:

      Bubba Hickman                                    Johnny Bullard

      Wayne Everett                                      Garry Baker

      Mr. & Mrs. Charles Neuman

 

No action was taken under this agenda item at this meeting, but will be studied further and possibly be brought back to the Court in the future.

 

5.                  CONSIDER AND ACT UPON RESOLUTION PROCLAIMING COUNTY GOVERNMENT WEEK:

·        Upon motion of Commissioner Pargas

·        Second by Commissioner Moreno

The Court unanimously approved a RESOLUTION proclaiming April 23-29, 2006 as County Government Week in Uvalde County.  A copy of said resolution is attached to these minutes.

 

6.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Wayne Everett gave the Court the following activity report, with no action being taken.

-Department assisted with extinguishing two brush fires in northern     

  Uvalde County

-Routine maintenance

-Progress report on 7 Bluff Bridge

 

      7.         CONSIDER AND ACT UPON LINE ITEM BUDGET AMENDMENTS:

None were presented to the Court for approval.

 

  1.       CONSIDER AND ACT UPON PAYMENT OF BILLS:
    • Upon motion of Commissioner Bates
    • Second by Commissioner Scheide

The Court unanimously approved the bills for payment.

 

  1.       CONSIDER AND ACT UPON PAYROLL APPROVAL:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

The Court unanimously approved the payroll.

 

  1.       CONSIDER AND ACT UPON MONTHLY REPORTS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Pargas

The Court unanimously approved the following monthly reports.

      Jail: March 21-27, 2006 (3); March 28- April 3, 2006 (4)

                        County Clerk: February 2006; March 24-30, 2006; March 1-31, 2006 (Bond)

                                J.P. #1: March 20-24, 2006; March 27-31, 2006 (Corrected); March 1-31, 2006

                                J.P. #2: March 20-24, 2006; March 1-31, 2006

                                J.P. #3: March 18-24, 2006; March 25-31, 2006; March 1-31, 2006

                                J.P. #4: March 20-24, 2006; March 27-31, 2006

                                J.P. #6: March 20-24, 2006; March 27-31, 2006; April 1-7, 2006

      11.      CONSIDER AND ACT UPON RESOLUTIONS/PROCLAMATIONS:             

The Court approved resolutions in honor of the following, with the meeting being closed in their memory:

      Leonardo Flores Hernandez

      Pedro Trevino, Sr.

      Eddie Ray Sweeten

 

 

With no further business, the Honorable William R. Mitchell adjourned the meeting of April 10, 2006.
