MINUTES

 

 

 

The Uvalde County Commissioners Court met in regular session on April 9, 2007 at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

 

                                    William R. Mitchell, County Judge

                                    Randy Scheide, Commissioner #1

                                    Mariano Pargas, Jr., Commissioner #2

                                    Jerry W. Bates, Commissioner #3

                                    Jesse R. Moreno, Commissioner #4

                                    Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk of the

                                                Commissioners Court of Uvalde County

 

Also present were County Treasurer Joni Deorsam; County Auditor Alice Chapman; and

Road Administrator Jesse Garcia.

 

1.                  CONSIDER AND ACT UPON CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell called the meeting of April 9, 2007 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

 

2.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Court unanimously (4-0) approved the Minutes of March 26, 2007.

3.                  CONSIDER AND ACT UPON ACCEPTING HOME PROGRAM TO ASSIST STORM VICTIMS:

Judge Mitchell informed the Court that Uvalde County has received a contract award from the Texas Department of Housing and Community Affairs for Owner Occupied Housing Assistance from the HOME Investment Partnership Program.  These funds will assist residence who suffered damage on March 19, 2006 when a tornado touched down in the Uvalde Estates area, Leona Acres, and south of Uvalde Memorial Hospital.  The assistance is in the form of forgivable loans to allow the rehabilitation, reconstruction or affordable housing down payment assistance, as applicable.  The Judge stated that the project award amount is $500,000 and the administration award amount is $20,000.

The Court unanimously (4-0) approved acceptance of the HOME Program to assist the storm victims.

4.                  CONSIDER AND ACT UPON ADVERTISING FOR PROFESSIONAL SERVICES TO ADMINISTER HOME PROGRAM:

·         Upon motion of Commissioner Scheide

·         Second by Commissioner Bates

The Court unanimously (4-0) approved advertising for an RFP to administer the HOME Program

5.                  CONSIDER AND ACT UPON REPORT FROM UVALDE COUNTY HEALTH DEPARTMENT:

Bob Oakley, Environmental Specialist of the County Health Department, gave the Court an update on services provided to the public through his department.  No action was taken under this agenda item.

 

6.                  CONSIDER AND ACT UPON LINE ITEM BUDGET AMENDMENTS:

No line item budget amendments were presented to the Court for approval.

 

7.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Jesse Garcia gave the following activity report, with no action taken:

      -Department repairing water crossings due to recent rains

      -Water crossings on CR # 409, #410, and #416 have been repaired

 

8.                  CONSIDER AND ACT UPON PAYMENT OF BILLS:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Scheide

The bills were unanimously (4-0) approved for payment.
