MINUTES

 

The Uvalde County Commissioners Court met in regular session on March 26, 2007 at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

                                    Jerry W. Bates, Commissioner #3

                                    Jesse R. Moreno, Commissioner #4

                                    John P. Dodson, County Attorney

                                    Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk of the

                                                Commissioners Court of Uvalde County

 

            ABSENT:       Randy Scheide, Commissioner #1

 

Also present were County Treasurer Joni Deorsam; County Auditor Alice Chapman; and Road Administrator Jesse Garcia

 

1.                  CONSIDER AND ACT UPON CALL TO ORDER, ROLL CALL AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell called the meeting of March 26, 2007 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

 

2.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Court unanimously (3-0) approved the Corrected Minutes of March12, 2007.

3.                  CONSIDER AND ACT UPON FINAL PLAT OF SOUTHVIEW SUBDIVISION:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Court unanimously (3-0) approved the final plat of Southview Subdivision located just south of the Sabinal city limits.  Jeff and Mary Alice Jones, of Sabinal, are the developers of this subdivision.  Said plat will be filed and recorded in Cabinet #2, Slide # 240A of the Uvalde County Clerk’s Plat Records.

4.                  CONSIDER AND ACT UPON REQUEST OF COUNTY ATTORNEY TO SEEK VICTIMS OF CRIME GRANT AND TO APPROVE CORRESPONDING RESOLUTION:

John Dodson, County Attorney, requested the Court approve a Victims of Crime Grant and corresponding resolution.  Mr. Dodson informed the Court that this is a continuation of an existing grant and that monies from the grant supplement the salary of two employees in his office.

·         Second by Commissioner Pargas

The Court unanimously (3-0) approved an application for the Victims of Crime Grant and a Resolution regarding the same, as requested by the County Attorney.  A copy of the Resolution is attached to these minutes.

5.                  CONSIDER AND ACT UPON REPORT OF ELDERLY NUTRITION CENTER BUILDING COMMITTEE:

A committee consisting of Commissioner Pargas, Tax Assessor-Collector Maggie Del Toro and Carl Esser were appointed to review the expansion of the Elderly Nutrition Center building.  A report concerning this matter was given to the Court by Mr. Esser, with no action taken.

 

6.                  CONSIDER AND ACT UPON REPORT FROM OUTSIDE AUDITOR WAYNE BEYER:

Auditor Wayne Beyer informed the Court that the financial statements were presented fairly, in all material respects, the respective financial position of the governmental activities, each major fund, and the aggregate remaining fund information of Uvalde County, Texas, as of September 30, 2006 and the respective budgetary comparisons for the General Fund, the Road and Bridge Fund, the Economic Development Fund, the TAN Fund,, and the applicable Non-Major Special Revenue Funds thereof for the year then ended in conformity with accounting principles generally accepted in the United States of America.  The copy of the audit report is attached to these minutes.

The Court unanimously (3-0) approved the Uvalde County, Texas Annual Financial Report for the year ended September 30, 2006, as outlined by Certified Public Accountant Wayne Beyer.

7.                  CONSIDER AND ACT UPON REQUEST TO FINANCE A VEHICLE

 WITH FIRST STATE BANK:

County Auditor, Alice Chapman, reminded the Court of the approval for the purchase of a vehicle from Brown Chevrolet at the last meeting.  Ms. Chapman requested the Court give authorization to the County Treasurer to issue a debt for one year.  The funding of this debt will come from debt service as adopted in the budget.  The County Auditor recommended that the Court utilize the depository interest rate which would be equal to the adopted contract rate. Ms. Chapman also stated that the County Treasurer shall secure the financing for said vehicle, with the Judge signing the necessary documents.

The Court authorized (3-0) the financing of a vehicle with First State Bank.

8.                  CONSIDER AND ACT UPON LINE-ITEM BUDGET AMENDMENTS:

None were presented to the Court for approval.

 

9.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Jesse Garcia gave the following activity report, with no action taken:

      -Presented the Commissioners a monthly report

      -Discussed road closure issues due to recent rain

 

10.              CONSIDER AND ACT UPON PAYMENT OF BILLS:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Pargas

The Court unanimously (3-0) approved the bills for payment.
