MINUTES

 

 

The Uvalde County Commissioners Court met in regular session on February 12, 2007 at 6:00 p.m. in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

 

                                    William R. Mitchell, County Judge

                                    Randy Scheide, Commissioner #1

                                    Mariano Pargas, Jr., Commissioner #2

                                    Jerry W. Bates, Commissioner #3

                                    Jesse R. Moreno, Commissioner #4

                                    Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk of the

                                                Commissioners Court of Uvalde County

 

Also present were County Treasurer Joni Deorsam; County Tax Assessor-Collector Maggie Del Toro; County Sheriff Terry Crawford; Constable #1 Bob Price; County Auditor Alice Chapman.

 

1.                  CONSIDER AND ACT UPON CALL TO ORDER, ROLL CALL AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell called the meeting of February 12, 2007 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

 

2.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Court unanimously (4-0) approved the Minutes of January 15, 2007 and January 22, 2007.

3.                  CONSIDER AND ACT UPON RESUBDIVISION OF LOT 98 OF THE CONCAN COUNTRY CLUB AT MOUNTAIN VALLEY:

This item was tabled.

 

4.                  CONSIDER AND ACT UPON DISCUSSION OF JAIL PROPOSAL WITH LA SALLE MANAGEMENT GROUP:

William (Billy) K. McConnell, President of LaSalle Management Group, discussed with the Court the developing, constructing, equipping and operating of a new correctional center in Uvalde County that would house approximately 500-600 minimum and medium security inmates.

·         Second by Commissioner Scheide

The Court voted in favor (3-1) to proceed with this project and approve the Preliminary Agreement in Principle For Correctional Services Between LaSalle Management Company, L.L.C. and Uvalde County, Texas.  A copy of said preliminary agreement is attached to these minutes.

5.                  CONSIDER AND ACT UPON LINE ITEM BUDGET AMENDMENTS:

None were presented to the Court.

 

6.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Commissioner Bates, act as interim Road Administrator, gave the following activity report, with no action being taken:

      -Routine maintenance

      -Submitted monthly report for January 2007

 

7.                  CONSIDER AND ACT UPON PAYMENT OF BILLS:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Scheide

The Court unanimously (4-0) approved payment of the bills.

                        The Court entered executive session at 7:21 p.m. and exited at 8:25 p.m.

The Court voted in favor (3-1) of the appointment of Jesse Garcia to serve as the Uvalde County Road Administrator effective February 16, 2007.
